About Us

Housing Association Training & Consultancy (HATC) was established by Andrew Drury in 1994. We work for housing associations, ALMOs, councils, government agencies, trade and professional bodies as well as private developers in both residential and retail sectors.

In 2021 HATC became part of M3 Housing. M3 has been providing consultancy and digital solutions to social housing providers since 2004. This includes expertise and products used to manage development projects, as well as the maintenance of those properties.

Development Trainer & Consultant

Neil is responsible for preparing and delivering our HATC programme of housing development training courses.

These are specifically aimed at Housing Association development staff and cover all aspects of housing delivery from inception to completion. He also provides consultancy services in housing development and delivery, and interim management, to provide temporary support to development teams.

Neil has been in the affordable housing sector for most of his career, but also has experience in the contracting market having worked for a main, national building contractor. He has also worked for the private housing development sector, having spent over 3 years as Development Director for a developer in the South-West.  His focus has always been on land finding and project management of schemes including rural, urban regeneration and specialist housing, from inception through all stages to completion and handover or sale.

Neil has a Degree in Land Management and a Post Graduate Diploma in Development Surveying.

Founder, Development Trainer & Consultant

Andrew is a highly regarded and experienced property development and management practitioner, who has worked very successfully in the affordable housing sector for nearly forty years, delivering affordable housing developments and regeneration schemes since 1983, from Admin Officer to Group Development Director for a major regional HA. In 1994 Andrew established the consultancy HA Training & Consultancy that incorporated as HATC Ltd in 2005. He is a member of the Association for Project Management.

Andrew provides high-level services, including senior level interim management; management of complex projects, strategy and policy advice; process reviews and maps; staff professional development and recruitment; other support in delivering affordable housing projects and programmes. He has also authored many publications providing guidance on affordable housing development. He has literally written the book on issues such as HCA design compliance, design guides, Building for Life, and Development Procedures.

Andrew has been an active Board member of four housing associations, most recently with an LSVT HA in Yorkshire, chairing the Audit & Performance Review Committee and the Partnering Working group.
