The PM4AHD course offers the opportunity to acquire a professional project management qualification from the Association for Project Management, the Chartered body for PM. The course is set within the world of affordable housing development & regeneration.

It is an intensive and demanding course with 60 – 80 hours of studying, depending on experience. Approximately 20 hours of that is classroom-based learning, so candidates will need to devote 40 – 60 hours of self-study to the course. About 15 hours will  be homework over the period the course runs, and so 25 – 45 hours pre-course study is required. This should start mid-summer, to be ready for the course in the autumn.

Candidates will need to hold the APM’s Project Fundamentals Qualification (previously called the Introductory Certificate in Project Management. HATC will run a  Project Fundamentals Qualification course in the summer, for candidates who do not already hold the PFQ. For details of our next PFQ course, click here.

The course is aimed at staff with two to five years of experience of delivering affordable housing projects.

Successful students will obtain:

  • A recognised professional qualification in project managementPMQ: the Project Management Qualification. This is awarded by the Association for Project Management, the Chartered body for project management in the UK;
  • An HATC Certificate covering the application of the project management skills learned in a series of case studies.

Course Focus

The PM4AHD course focuses on two specific areas:

Project Management Theory

The syllabus covers formal project management skills from project inception to closure. It covers the professional tools and techniques used in project planning, control and delivery. It is relevant for members of both New Business and Delivery teams. Successful candidates obtain a professionally recognised qualification, the PMQ (Project Management Qualification). A list of the PMQ syllabus topics is set out at the bottom of this webpage or can be downloaded here.

Project Management Practice

These exercises require students to use the knowledge they have acquired in the Theory section to plan and control a case study based on a real affordable housing scheme.


Course Details

Study Periods: 9 days in total over 3 study periods, with a one or two week gap between each study period, specifically 3 days study / 2 week gap / 3 days study / 2 week gap / 3 days study.

Planned dates are as follows:.

Period 1: Mon 13th Nov – Wed 15th Nov inclusive
Period 2: Mon 27th Nov – Wed 29th Nov inclusive
Period 3: Mon 11th Dec – Wed 13th Dec inclusive

Day 1 sessions start at 9.45am; other days start at 9.00am. Day 3 sessions finish at 4.00pm; other days finish at approximately 5pm.


Our expectations of you

Students will be expected to:

  • read 3 books (see below) and the (supplied)  Student Notes before the course starts,
  • study these in your own time. The self-study time needed is approximately 40 – 60 hours
    • 25 – 40 hours of pre-course study, reading and thinking about the 3 books listed below. This study should start mid-summer, to allow you to  assimilate the information you will be getting, and then process it, to begin to develop an  understanding of the topics. It takes time for the information overload to move from a mental whirlwind, and settle into understanding – give yourself that time!
    • 15 – 20 hours over the (5 hours per week) depending upon experience and previous level of knowledge.
  • complete and submit mock PMQ exam questions as evening homework during the study periods, and between study periods.

You should expect to do 1 – 2 hours private study each evening during the study periods, consisting of completing mock exam questions and revision. You should also expect to undertake planned revision and submit answers to mock exam questions between the study periods, requiring approximately 5 hours work each week. Our tutors will provide on-line feedback to answers to examination questions that you submit.

Our experience shows that exam success is directly related to:

  • whether the pre-course reading has been undertaken, and completed sufficiently in advance of the course that the ideas and concepts have had an opportunity to begin to settle;
  • whether students use the opportunity to submit mock exam questions – this helps the tutors give targeted and helpful feedback;
  • the amount of time that students put into revision and exam answers.

Please remember that this course finishes with an exam, and that success is directly related to the amount of work undertaken.

We strongly advise students to begin this reading as soon as possible – it takes time for new concepts and ideas to settle, and the patterns to appear i.e. understanding to emerge.

Applicant Eligibility

Applicants must have

  • 2- 5 years experience of delivering projects within the affordable housing sector, AND
  • hold the APM’s Project Fundamentals Qualification (PFQ, previously known as the the Introductory Certificate in Project Management) or PRINCE2 Foundation.

This course is intensive, with a lot to learn. However, it is within the ability of the great majority of HA Development and Regeneration staff who want to move beyond the PFQ and are prepared to work hard over the course period.


Course fees and costs

The PM4AHD course fee is £2,450 plus VAT (£2,940). This includes APM exam fees.

Students will also need to spend £125 on project management books (see above) or have access to them from libraries.

The course fee equates to £270 plus VAT per day.


The main assessments are:

The PMQ examination: This is set and marked by the Association for Project Management (APM). The APM is the main professional body for project management in the UK. Successful candidates will attain the professional qualification PMQ. Assessment for the PMQ part of the course will take place at the end of Week 3. Other assessments in the form of mock PMQ exam questions coursework will also be set during the course, as described above.

The Project Management in Practice exercises: This will be undertaken by the students in groups throughout the study weeks.

Candidates who are successful in both assessments will attain a Certificate from HATC Ltd.

  2. HATC reserves the right to make minor change lecture times, venue or other arrangements but will advise students in advance of the course date.
  3. The course fee includes the examination fee for one attempt at the APM IC exam. If the student wishes to re-take the exam there will be an additional charge. Such charges will be reasonable, and will be set on the basis of HATC’s cost-recovery only.
